U.S. Grants TSMC Special Licence to Keep Its China Chip Plants Running

In a move that highlights the complexity of the global chip war, the United States has granted Taiwan Semiconductor Manufacturing Company an annual licence allowing it to import U.S.-made chipmaking equipment into its factory in Nanjing, China.

The approval ensures that TSMC can continue operating its China-based facility without disruption, even as Washington tightens restrictions on advanced semiconductor exports. The decision shows that while the U.S. is determined to limit China’s technological rise, it is also trying to avoid major shocks to the global chip supply chain.


What the Licence Allows TSMC to Do

According to TSMC, the licence allows U.S. export-controlled chipmaking tools to be shipped to its Nanjing facility without requiring separate approvals for each shipment.

In simple terms, this means TSMC can keep its factory running smoothly, maintain equipment, and deliver products to customers without facing delays caused by repeated licensing checks.

Samsung and SK Hynix Get Similar Treatment

South Korea’s Samsung Electronics and SK Hynix have also received similar licences to import U.S. chipmaking equipment into their China-based facilities.

This coordinated approach suggests Washington is trying to strike a balance: limiting China’s access to cutting-edge technology while avoiding disruptions to trusted foreign companies that operate fabs in China.


Why the U.S. Is Tightening Chip Controls
